[DRAFT] Pure epics base app

Douglas Araujo requested to merge pure_epics_base_app into master

This MR converts the e3-module into a pure EPICS IOC application following the script makeBaseApp.pl from epics base.

Before accept this MR, we need to "duplicate" this current e3-module cookiecutter to some place in the WP12 gitlab space, because the current cookiecutter is used by WP12 team to generate epics-modules to be used in the conda environment.
