Enabling collaborative flag and several updates

The collaborative flag enables collaborative features in the JupyterLab editor, like displaying if someone else is editing the same file. Took the chance update Python from 3.7 to 3.8, Conda from 4.12 to 4.14, CentOS image to 7.9.2009, and several Python packages. Also fixed EPICS base path that was generating some warnings when using pyepics.
