General update to the notebook image

Juan F. Esteban Müller requested to merge juanfestebanmuller/notebook:master into master

All python packages updated to the latest compatible versions. The main changes are:

  • Python updated from 3.8 to 3.10 in the Jupyter environment (kernel by default)
  • Miniconda updated to 23.1.0 and conda to 23.3.1
  • texlive distribution to 20230313
  • pyelog module removed, service decommissioned
  • added esslogbook (Olog)
  • added fftw package in preparation to run PyORBIT for beam dynamics simulations
  • added plopp package to the mantid environment
  • updated OpenXAL libraries and lattice to the latest version.
  • Julia updated to 1.8.5
  • ChannelFinder API URL updated
