Add variable to avoid recipe MR

The variable EXCLUDE_RECIPE_MR_PROJECTS can be used to exclude some projects to trigger a MR in the recipe on tag push event (comma separated strings).

Example: EXCLUDE_RECIPE_MR_PROJECTS="require"
