Fix installation method for tag-e3-wrapper script

Wayne Lewis requested to merge waynelewis/gitlab-ci-yml:e3input-110-tag-wrapper-fix into master

The changes in E3-244 mean that the CI script needs to be updated to get the tag-e3-wrapper script in a different way. It is now installed via pip.
