This commit introduces a list of repos copied from the webpage of
https://bitbucket.org/account/user/europeanspallationsource/projects/ICSAG
into the file projects.list.  The executable file submodule-add-loop.sh
will iterate the list and run git submodule add for all repos.  It
currently does not detect if a project has been removed from the list.

Also, a new README.md is introduced with simple instructions on how to
clone the git as well as how to contribute new repos to it.  They are by
no means complete, but serve as a guide to getting started.

A license file was added as well making the project BSD 2 style
licensed.

This commit is way too big, it should really have been split into
several, but in the end the code introduced is quite simple, the rest
is result or documentation.
