E3-1719: Break bidirectional dependencies

Anders Lindh Olsson requested to merge anderslindh1/run-iocsh:e3-1719 into master

Remove dependencies on essioc, iocstats, and autosave, which all depend on run-iocsh implicitly via require's test facilities.

Also refactors the package.
