CD-612: Fixed batch job to update FBS tag mappings when cable name no longer mapped to FBS tag in CHESS

Batch job for FBS tag mappings updated to clear mapping from cable name to FBS tag if mapping no longer is available in CHESS, while at the sanme time not clear mapping if cable has been created with FBS tag but FBS tag not yet mapped to cable name in CHESS.
