CSSTUDIO-2487 Build doc.tar.gz with Phoebus documentation when building Phoebus

This merge request adds steps for building the file doc.tar.gz with the Phoebus documentation when building Phoebus. It also activates the profile attach-documentation [1] when building Phoebus, which has the effect of adding the built doc.tar.gz file as an attached artifact to the parent module, and as a consequence doc.tar.gz is then uploaded as parent-<version>.tar.gz to Artifactory.
