[AS-140] Changes the config_files arg to url

Sky Brewer requested to merge fetch-config-files into master

Adds a gitlab wrapper that simply downloads the tar ball for the latest commit on the master branch for the repo

The tar ball is then extracted to a temp directory and parsed for the config files of the archiver.
