Move all deployment files from e3-sis8300llrf/startup

@thomasfay I've only moved all files from e3-sis8300llrf so we can start working from here. I've opened this MR just to check if there is something else you think useful to start.

Thanks Gabriel. One minor comment, at some point it probably makes sense for the *.template files to live in the m-epics-sis8300llrf repo so they get installed with the module rather than my dirty hack solution of copying them to /iocs/sis8300llrf but for now it is ok.
