Changelog describes most changes; there's more to be done but petenv is now more stable and a little bit more generic, and all functionalities that demonstrably worked before these changes have been tested to work post the changes on two PLC(-EPICS) systems.

There are many more changes necessary, but this seems like an OK release for now.

The parts of petenv that are relevant are the ones describes in the README.
