Allow plcfactory IOCs to work with conda

Simon Rose requested to merge fix_for_trent into master

There are three changes here:

  • Allow PLCFactory to generate conda based IOCs (note: this is highly sensitive to base/require versions specified)
  • Change the default base/require to the latest env (necessary for the above)
  • Remove the ModVersionR record, which causes problems for non-tagged IOCs upon deployment
