TECHFORCE-49: Use unit conversion and drop unused channel list PVs

  • modify OPI-facing records to use unit conversion (mA to A)
  • relieve queue size for scanOnce, and tighten queue size for callbacks, based on observed values at startup
  • remove unused OPI-facing records
