Move python scripts

Simon Rose requested to merge simonrose/e3ioc-ecmclebtiris:move_python_scripts into ICSHWI-9899

This is not part of the review, but it seemed good to move the python scripts to a new location and to (slightly) clean them up. As stated in https://gitlab.esss.lu.se/icshwi/e3ioc-ecmclebtiris/-/issues/10, there is a lot more cleanup that could be done, but I managed to stay my hand there.
