Renamed DTL1 to DTL2, added DTL4 and added access security

  • Implemented access security: allow only system experts to change *:Voltage-S operational limits.
  • Updated EPICS from 7.0.5 to 7.0.6.1 so we can access the latest version of e3-auth.
  • Renamed DTL1 to DTL2 and added DTL4 (it is commented out for now).
  • Removed save folder.
