WIP: Soft IOC for higher level PVs (manager.db)

Adding a soft IOC with higher level PVs for a more friendly management of MEBT EMU Frontend. The new PVs are contained in manager.db.

At the moment, these PVs are loaded in a separated IOC (manager.cmd), but eventually it will be incorporated into the main one (mebt_emu_fe.cmd) for simplicity.

An OPI was included in the repo to make testing the IOC easier.
