Update to ecmc version 8

As per @javiercereijogarcia request:

  • Add ioc.yml (EPICS base version 7.0.6.1 and require version 4.0.0).
  • Fix project URL in README.md.
  • Update ecmc from version 6.2.0 to version 8.0.0.
  • Update ecmccfg to version 8.0.0 (including ecmccfg property names).
  • Use ESS PV naming convention.
  • Now calls require essioc and common_config.iocsh.
  • Remove (explicit) call to iocInit.
  • Remove db, envs and iocsh folders along with respective README files.
