adjust timeout and sleep interval of moveAbsoluteandWait

I have run a couple of tests, and I am not getting timeout errors anymore... in any case, these changes in moveAbsoluteandWait should be implemented. Describe the way to test your code:

  1. Run ctrlRunTests.py
  2. After the tests are completed, check if there was any timeout error.
