Add E_Statusword32AlarmState.TcDUT

Add a definition of "alarm states" for the status word in a 1A04/1A08 (analog input with extended status) or a 1B04/1B08 (discrete input with extended status) devices. Define a bit-pattern that makes sense in the PILS definition, and makes sense to the EPICS alarm states of e.g. an "ai" record.
