Add ST channel setting records

Marco Filho requested to merge set-st-channels into main

Add ST-S aao record to set channel by channel with a waveform. Add AllST-S bo record to set all channels at once.

OOPT field is needed in #AllST-S record so it doesn't trigger processing at IOC initialization. After this merge, branch poc_channels_pvs can be deleted.

Works only after (this commit)[rmm@401b0175] in rmm in branch udp_core.
