Add scan OPI to MEBT EMU FE top screen

Lais Pessine Do Carmo requested to merge laispessine/opis-acc-pbi-engineer:emu-scan-opi into master

Link scan OPI to the main (top) screen of MEBT EMU FE.

Remove scanning OPI button from the DAQ displays, because it is the same for both DAQs, and move it to the main screen.
