Remove RB precision in MEBT EMU motor OPI

Lais Pessine Do Carmo requested to merge laispessine/opis-acc-pbi-engineer:emu-motor-precision into master

Position read-back values of the EMU motors were being rounded up in the OPI, making it confusing for the operators. e.g., when making small movements with the grid (0.1mm or less).

We are removing precision set in the OPI, getting the precision directly from the IOC.
