APTM DAQ: add decoupled ilck control and beam detection outside beam window

Added configuration to allow forcing the FBIS out signal to a desired value instead of the interlock signal created by the FPGA FW. The interlock signal is still shown in the PV as before. Also to detect beam outside beam window.
