Added newest keysight OPIs submodule, old submodule was removed

The previous submodule presents a completely broken commits history with the wrong OPI version. I created a cleanup repo (rebasing would be quite useless work) as this repo is quite small and only added as a submodule in this repo and TS2 engineer as well.
