Updated the trasitions for RF Shutter switch logic update

Rafael Montano requested to merge rf_shutter_rfq_dtl into master

The OPIs SIM transitions have been updated to reflect a new logic in the PLC for RFQ and DTL1. The Machine State in the SIM now includes the Shutter position in the logic and removes the RF preconditions when it is in error or moving.
