Changes to the logic on RFQ and DTL, cleaned RFLPS system main view with groups and alignment

These changes reflect a logic modification for RFQ and DTL systems for the Slow Interlock Module. There are some other changes to the RFLPS widgets which did not have groups for some of the labels
