ICSHWI-17170: Add SCU OPIs to RF Top

Note that there's no IOCs for the SCUs in MBL and HBL.

The expert panel is broken because the support OPIs haven't been added to this repo yet, but it will be fixed later.

DTL PVs are correct in the OPI (DTL-010:RFS-SCU-110:xxx), but the IOC itself has them wrong (DTL-010RFC:RFS-SCU-110:xxx).
