Use binary version of psycopg

Upgrade JS modules

Remove pinned python version from pipfile

A number of modules were a few major versions out of date or were deprecated. Bumping versions and swapping out a few dependencies that do not seem to be maintained.

Beginning with the 2.8 release of psycopg, the package is built from source, requiring the user to install system dependencies. Switch to using psycopg-binary package to maintain pre-2.8 behavior of installing from wheel

It is causing an issue with Dependabot due to a known pipenv limitation. See https://github.com/pypa/pipenv/issues/1050
